Can new green cardholders get free Part A Medicare?

Unfortunately, no.

To qualify for Medicare, the US Citizens or permanent residents who are 65 and above must have put in 40 quarters in social security (around 10 years). 

65 and above permanent residents must have at least five years of continuous residence in the US to qualify them to BUY medical coverage from the government.

Permanent residents who are 65 and above (who haven't reached 5 years residency yet) have an option to either apply for health insurance with domestic individual health insurance plans or secure a health plan from their employer.

When they reached 5 years of residency, then they have an option to compare the plans offered by Medicare Part A, B, C, or D to what they currently have and decide on what will help them most in terms of benefits.
